Who should NOT sign the agreement?
Persons with sicknesses or with disabilities which seriously restrict self-sufficiency or induce grave difficulty at linguistic and cultural understanding. These must be certified by a certification issued by a public health facility or by an authorized doctor in agreement with the health care provider covered by insurance with the national health Service.
The agreement is also not signed in the following cases:
-
unaccompanied minors entrusted or under tutelage, for which the agreement is substituted from the end of the project for social and civil integration.
-
victims of the exploitation of persons, of violence or grave exploitation, for which the agreement is substituted with the completion of the program of integration and assistance.
What does the non community citizen pledge to do by signing the Agreement?
The non European citizen undertakes to:
-
acquire a level of understanding of the Italian language
-
acquire a sufficient knowledge of the fundamental principles of the Constitution of the Italian Republic and the fundamental organization of public institutions in Italy
-
acquire a sufficient knowledge of the civil life in Italy, with particular reference to the sectors of health, school, social services, work and fiscal obligations
-
guarantee the right to schooling on the part of minor children
-
carry out fiscal obligations and contributions
-
adhere to the Charter of values of citizenship and integration and to respect its principles
What does the State pledge to do?
With the Agreement the State undertakes to:
-
guarantee the fundamental rights and equal social dignity of persons without distinction of sex, race, language, religion, political opinion and personal and social conditions, preventing any manifest ion of racism and discrimination.
-
facilitate access to information which helps the citizens to understand the principal contents of the Italian Constitution and laws the State.
-
guarantee, along with the Regions, and local bodies, the control of the respect of the norms and tutelage of dependent work, full access to health services and those relating to the attendance of compulsory schooling
-
foster a greater integration of persons who have signed the integration agreement with the help of the Regions, local bodies and associations.
-
guarantee the person concerned, within 3 months from the signing of the agreement, free participation on a course of civic training on life in Italy.
What does the course of civic training consist of?
At the course of civic training the following information on the following themes are given:
-
fundamental principles of the Constitution of the Republic and the operation of public institutions in Italy
-
civil life in Italy, with particular reference to the sectors of health, school,social services, work and fiscal obligations
-
initiatives to support integration to which those concerned can have access on the territory of the province of residence
-
legislation in reference to matters of health and security at work
-
rights and obligations of non community persons in Italy as:
-
obligations relating to residence permit
-
obligations of parents toward children according to Italian judicial system, also with reference to compulsory education
The course has a duration of ten hours and envisages the utilization of translated material in the language indicated by the person concerned or if that is not possible in another known language.
How long the Agreement lasts?
The agreement has a duration of two years and can be extended for another year
How credits are obtained?
Credits are obtained in the following ways:
-
attendance of courses, Italian language course and civic training institutes at the CPIA (Centri Provinciali per l'Istruzione gli Adulti) and associate headquarters and after passing the final examination
-
through certification or certificates which attests to the knowledge of the Italian language at level A2, issued by a recognized body by the ministry of external affairs and the ministry of education, the university and of research: University of Rome Tre, the University of Perugia for Foreigners, the University of Siena for Foreigners, Societa' Dante Alighieri
Credits are assigned on the basis of documentation produced by the person concerned in the period of the duration of the agreement. (see table of credits)
How credits are lost?
Credits can be lost in the following cases:
-
criminal conviction also when verdict is not definitive
-
application also not definitive of measures of personal securities
-
definitive pecuniary fines in relation to serious unlawful administrative or tax offenses.
The amount of credits lost is proportional to the gravity of the criminal, administrative or tax offense committed.
Failing to participate on the course of civic training and information on life in Italy cause a loss of 15 of the 16 credits assigned at the moment of the signing of the agreement.
How the agreement is verified?
A month before the expiration of the two years of the duration of the agreement, the Unified Desk for Immigration does verification by inviting the person to present the documentation necessary to obtain the recognition of credits and the certification relating to the compulsory education for minor children or, in the absence, the proof that attempts have been made to register the children at school.
In the absence of suitable documentation that certifies his level of knowledge of the Italian language, civic culture of civil life in Italy the person can take the test for free organized by the staff of the Unified Desk for Immigration.
In the case of not being in possession of the documentation which attests to the knowledge of the Italian language and civic culture, it is possible to apply for free, for the Italian language test A2 and the test of civic culture through the site https://accordointegrazione.dlci.interno.it, utilizing user and password furnished at the moment of signing the agreement.
How the verification of the agreement is concluded?
The verification of the agreement is concluded in the following cases:
-
30 or more credits: the agreement would be considered respected. In this case it is important that the spoken knowledge of the Italian language level A2 would have been obtained and a sufficient understanding of the civic culture and the civil life in Italy at the CPIA or the associate headquarters or certifying bodies recognized by the Ministry
-
credits from 1 to 29 or levels of spoken understanding of the Italian language, civic culture and civil life in Italy have not been achieved: the agreement is extended for one year on the same conditions. The person concerned would be invited to take the test of the Italian language and civic culture organized by the Unified Desk for Immigration
-
0 credits: the resident permit is nullified and expulsion notice issued.
The agreement can be suspended?
The agreement can be suspended or extended, on request, for time in which there is a strong cause or a legitimate difficulty in respect of the agreement. In this case it is necessary to present a suitable documentation which documents the following motives:
-
grave reasons of health which must be certified by the presentation of a certification issued by a public health facility or an a doctor in agreement with the national health Service.

grave family motives
-
work motives
-
attendance of a course of training
-
revision or professional orientation
-
motives of study abroad

The person concerned can obtain access to the state of his agreement and eventually update the details relating to his address through the site http://accordointegrazione.dlci.interno.it
It is necessary to register utilizing the credentials furnished on the day the agreement was signed at the Unified Desk for Immigration.
