EU residence permit for long-term residents (Permesso di soggiorno UE per soggiornanti di lungo periodo)

What is it
The EU residence permit for long-term residents is a document that allows Nationals of third countries:

  • enter Italy without a visa;

  • undertake any regular work activity, subordinate work or self employment ( except those activities the law expressly reserves to Italian Nationals);

  • benefit from the services:

    • of welfare social assistance

    • health, education and social services

    • take part in local public life according to provisions of Law.

Who can apply for it
The one who

  • has been possessing the title to stay through permits  issued in Italy for at least the previous five years and in course of validity
  • has an income not inferior to the annual sum of the social allowance;

Absence from Italy
Absence from our national territory  does not interrupt the computing of the 5 years period of time only in the following cases:

  • when the absence is inferior to 6 consecutive months . Absence must not overpass 10 consecutive months in total during the 5 years;

  • when, though superior to  10 months,  the absence is due to  military duties or to serious and documented reasons of health or other serious and proved reasons.

Who is excluded?
The one who:

  • has a residence permit in order to pursue studies or vocational training;

  • has a residence permit for temporary or humanitarian protection or has applied for its issuing and  is awaiting a decision on the request;

  • has asked for international protection and is still awaiting a definite decision;

  • has a residence permit for short-term stay;

  • enjoys a legal status provided by the convention of Vienna of 1961 on diplomatic relations, from the Convention of 1963 on consular relations, from the convention of 1969 on special missions or from the Convention of Vienna of 1975 on the representation of States in their relations with international organizations of universal character.

Whom can't be issued to?
The EU residence permit for long-term stay cannot be issued to a person who is deemed a threat to the public or the security of the state

How to obtain it
In order to obtain the long-term residence permit, an application should be lodged at Post Offices filling a kit: the forms are free and  available at any Post Office. Further help to carry out the forwarding of the kit is available at the Municipal Office and authorized offices where this service is rendered.

Duration of the residence permit
The EU residence permit for the long-term residents is unlimited

Identification document
The EU residence permit for long-term residents constitutes a document of personal identification for 5 years since the date of issue or renewal. Renewal is issued on the request of the person interested presenting new photographs.

Cases in which the residence permit is revoked
The EU residence permit for the long-term is revoked:

  • if it is acquired fraudulently;

  • in case of expulson from the territory;

  • if the requirements are not met;

  • in case of absence from the territory of the European Union for a period of 12 consecutive months;

  • in case the residence permit for the long-term was previously granted by another member State of the European Union;

  • in case of a revocation or cessation of refugee status or subsidiary protection.
